De Amerikaanse centrale bank zet dit jaar een nieuwe stap richting modernisering van het financi\u00eble systeem. Federal Reserve (Fed<\/a>)\u2011gouverneur Christopher Waller liet gisteren meer weten over de nieuwe skinny master accounts, die nieuwe mogelijkheden kunnen bieden voor cryptobedrijven. Ook ging hij in op de CLARITY Act, belangrijke cryptowetgeving die voorlopig vast lijkt te lopen in de Senaat.<\/p>\n

Federal Reserve introduceert \u2018skinny\u2019 toegang tot betalingssysteem<\/h2>\n

De Fed wil een nieuwe vorm van master accounts invoeren. Het gaat om de zogeheten \u2018skinny master account\u2019. Fed\u2011gouverneur Christopher Waller liet maandag tijdens een conferentie weten<\/a> dat hij hoopt dit nieuwe model nog dit jaar te kunnen invoeren.<\/p>\n

Een skinny master account is een afgeslankte versie van een reguliere bankrekening bij de Fed. Het idee is om bepaalde financi\u00eble partijen beperkte toegang te geven tot het betalingssysteem van de Amerikaanse centrale bank, maar dan zonder alle privileges die grote banken normaal krijgen.<\/p>\n

Deze stap is opvallend omdat het speelveld wordt verbreed. Reguliere master accounts zijn uitsluitend beschikbaar voor streng gereguleerde banken. De \u2018skinny\u2019 variant biedt nu een afgeslankte versie voor andere partijen.\u00a0<\/p>\n

Op deze manier probeert de Fed ruimte te geven aan innovatie, maar tegelijkertijd het systeem te beschermen tegen nieuwe risico\u2019s. Voor het eerst krijgen niet-traditionele financi\u00eble instellingen, zoals fintechs en mogelijk ook cryptobedrijven, beperkte toegang tot het betalingssysteem van de centrale bank.<\/p>\n

Cryptowetgeving blijft steken in het Congres<\/h2>\n

Waller sprak zich tijdens de conferentie ook uit over de CLARITY Act, een wetsvoorstel dat nog moet worden goedgekeurd door de Senaat.<\/p>\n

Veel cryptobedrijven kijken er reikhalzend naar uit, omdat dit wetsvoorstel een juridisch kader schept voor de volledige cryptomarkt. Daarbij hoort ook een duidelijke taakverdeling tussen de Securities and Exchange Commission (SEC<\/a>) en de Commodity Futures Trading Commission (CFTC).<\/p>\n

Toch is de verdere behandeling voorlopig uitgesteld. Eerder stonden stemmingen gepland voor januari, maar die zijn opgeschort nadat cryptobeurs Coinbase zich onverwacht terugtrok<\/a>.<\/p>\n

Volgens Waller \u201czit de CLARITY Act soort van vast in het Congres\u201d. Hij benadrukte dat er veel weerstand is tegen onderdelen van het voorstel en dat wetgevers er niet in slagen om de impasse te doorbreken.<\/p>\n

Toch zijn er voorzichtig optimistische signalen. Cryptobedrijven tonen zich bereid concessies te doen om de politieke blokkade rond de CLARITY Act te doorbreken.<\/p>\n

Tijdens een recente ontmoeting<\/a> met banken stelden cryptobedrijven voor om de rol van banken binnen het stablecoin-ecosysteem te vergroten. Ze denken aan samenwerkingen of aan het toestaan dat banken zelf stablecoinreserves aanhouden. Zo hopen ze de zorgen van de bankensector weg te nemen.<\/p>\n<\/div>\n
